Some on this list might be interested in KIWIX (
http://www.kiwix.org/wiki/Main_Page) an off-line wikimedia content reader, which can make Wikipedia (and presumably Wikileaks) content accessible in places where the site is censored or where internet access is expensive.
Kiwix relies on a file format .zim optimized for this form of content. Zim archive sizes vary greatly between languages, the most recent English language archive (all articles, no pictures) is about 10 GB (

Kiwix became project of the month at SourceForge and their recent increase in downloads could mean that their archives might replace the native wikipedia xml dumps as main offline distributable.
Though internet penetration is growing internationally, censorship and poverty is going to stay with us for the foreseeable future, and it makes sense for GO-DH to keep an eye on offline distribution channels of all kinds.
