A bit belated here. I would have thought you were looking for a term that suggested a negative critique of such approach. "Knowledge transmission" seems to me like a positive thing.

I have heard of "top-down" approaches, but these are not specific of 'Developed'-'Developing' relationships. "White saviour complex" is a popular term amongst people in development/humanitarian work.

There's of course also the "capacity building" approach, which is about empowering communities rather than telling them how to do things.
