I think the idea of a working group is very interesting, although personally I would try to connect to existing activities and initiatives. For example the Maaya network for linguistic diversity (http://maayajo.org), or the wonderful terralingua.org project.
I'm not an expert of endangered languages, but this semester I was co-teaching a course module on biocultural diversity with biologist and environmentalist Marcello Buiatti. You can find our syllabus here: http://economia.uniroma2.it/public/gobalGov/files/Ethic%281%29.pdf
