I agree with Yasmin that #4 might be a bit vague. I also think that more $500 dollar prizes will allow us to reach more regions. This is one of those rare occasions where I would favor breadth over depth. I would also emphasize #2 (the comparative). I would also leave room for slightly shorter papers provided there is an extra piece of work in the form of a list of known regional projects (with short descriptions and links) in the following categories: a) Digital archives; b) Tools that were created specifically to aid researchers and teachers in relevant disciplines; c) Blog networks of researchers or researcher-activists; d) Multi-modal and other forms of experimental scholarly work online; e) Digital art; f) [Insert category here which you think belongs in the DH galaxy].
